The Philippine government weather agency, PAGASA, reported that Typhoon Saudel entered the Philippine Area of Responsibility and received the local name Obet. At 4:00 PM on August 24, its center was estimated approximately 1,350 kilometers east-northeast of Extreme Northern Luzon.
Although no Philippine location had been placed under a Tropical Cyclone Wind Signal in Bulletin No. 1, the agency warned that the southwest monsoon could bring strong to gale-force gusts across large portions of the Philippines.
